yes. and he may be right about the constitution. in my post, I was focusing on what might be best, assuming constitution allows. I also wonder whether the 10th does not contradict Randy's interpretation of the 9th on this point.

Moreover, if one state goes belly up, the other states can bail them out and slap their hand. If the fed goes belly up, who do we turn to?
