Possibly if the subsidy is really there, sector specific, and removable (because that is what could be removed to reap monopoly profits after destroying the domestic competition). But I've never heard of a really clear case. The arguments I'm familiar with just involve general characteristics of the Chinese economy used to support old fashioned protectionist objectives. In other words there's nothing really "unfair."
Wouldn't it be fun for Trump to "own the libs" by removing the tariffs (and approving the Nippon Steel purchase of USS. :))
